Changing Approaches to Urban Space

Modern realities force us to take a fresh look at urban space. Conventional underground parking lots under apartment buildings are now becoming vital places of refuge. Modernizing parking lots into dual-purpose facilities is not just a cosmetic repair, but a complex restructuring.

Previously, parking lots were designed only for cars, considering fire safety and exhaust ventilation. Now they must become a safe place for hundreds of people, who will be able to stay there for up to two days in complete isolation. This requires new approaches to ventilation, heating, and property rights.

New Building Codes and Placement Regulations

The state has quickly updated building codes (DBN) to regulate the creation of safe spaces. In peacetime, such facilities operate as ordinary parking lots, but in case of danger, they must be ready to accommodate people within a maximum of 24 hours.

Important: it is strictly forbidden to place shelters under warehouses with hazardous substances. Also, transit pipes with boiling water or gas that cannot be instantly shut off must not pass through them. In case of an explosion, a rupture of such a pipe would turn the room into a trap.

Space Planning and Capacity

Capacity is calculated to ensure enough space for all residents and employees of the building. Area standards determine comfort and the ventilation system’s ability to handle the load.

This area does not include corridors and toilets, and the ceiling height must be at least two meters.

Exits and Accessibility for All

The shelter must have at least two exits, one of which must be an emergency exit located far from possible rubble. Special doors are installed — heavy and airtight, capable of withstanding a blast wave.

Special attention is paid to people with disabilities. Ramps without thresholds, handrails at a height of 70 and 90 centimeters, and special elevators operating on backup power are mandatory. Tactile indicators and high-contrast signs are installed for convenient navigation.

Life Support: Air, Water, and Light

A standard car exhaust system only removes carbon monoxide, but people need oxygen and a proper microclimate.

The main element of safety is filter-ventilation units. They purify the air from poisonous gases, radioactive dust, or biological weapons, creating a safe closed ecosystem.

Sanitation and Water

The use of buckets or portable waste containers is unacceptable today. Modern shelters are connected to the city sewage and water supply systems.

For backup, water is stored in tanks, and in premium buildings, they even drill their own wells.

Electricity and Communication

All equipment runs on electricity, so diesel generators or large batteries are installed. They are hidden in separate rooms behind thick walls so that noise does not disturb people. To avoid panic due to a lack of news, wireless networks are installed in shelters, along with loudspeakers and surveillance cameras.

Who Pays for It: Challenges for HOAs and Residents

Retrofitting is expensive, and these costs often fall on the shoulders of the Homeowners Association (HOA). However, the main problem is a conflict of ownership. A parking space costs tens of thousands of dollars, and its owner is worried about their car. At the same time, the law requires letting everyone in during an alert if the parking lot is officially recognized as a civil protection shelter.

If the shelter status is official, you cannot deny people entry — criminal liability is provided for this. Fundraising for generators or ventilation should be decided at general meetings of residents, and all expenses must be transparent.

Practical Experience of Developers

Today, having a reliable underground space is the main advantage when buying an apartment. Developers are designing huge two-level parking lots that you can access by elevator while wearing slippers. Some complexes include shared workspaces with uninterrupted internet, so people can work even during an alert.
